General Permitting Information

• The Code of the Borough of Kutztown, Chapter 77 references the adoption of the Pennsylvania Uniform Construction Code ("PA UCC") as defined by the Pennsylvania Construction Act of 1999.

• As of December 31, 2006, the PA UCC adopted the 2006 International Code Council (ICC) standards. Unless specifically amended by the Borough of Kutztown, all applications and construction drawings submitted after January 1, 2007 will be reviewed for compliance with the 2006 ICC Codes. Applicable ICC or Kutztown Code sections will be referenced on reviews.

• Permit application forms may be picked up at our Office or printed from this site. Please print and return BOTH pages but complete the first page ONLY. Applications should be accompanied by two (2) copies of clearly labeled project drawings, as applicable, and the application fee of $25.00. Sign Permits do not require an application fee. Checks should be made payable to Borough of Kutztown. Please do not send cash through the mail. Credit card payments must be made in person at our office. We accept VISA, Master Card and Discover. Kutztown Community Partnership gift cards are also accepted as form of payment.

• Zoning applications should be signed by the owner of the property. Building, curb/sidewalk/driveway, and sign applications may be signed by the contractor. Sign applications also need to be signed by the owner of the property.

• Electrical and plumbing applications should be signed by the master, residential or installer licensee. If the property is occupied solely by the owner of the property and their family, the owner can perform the work and, therefore, should sign the application.

• If a property owner has been deemed eligible by our Office to perform their own work, an affidavit must be completed by that person, notarized and returned to our Office for attachment to the approved application prior to the issuance of the permit. Affidavit forms may be picked up at our Office or printed from this site.

• Electricians and plumbers must be licensed by the Borough to pull a permit. License applications are available at our Office or from this site.

Only copper piping is allowed for water service and distribution lines. PEX piping is not permitted. [Kutztown Code §163-3(O)]

• Inspections required will be listed with each permit and can be arranged through the Community Development Office within 24 hours of a request. Electrical inspections should be arranged through Lehigh Valley Inspection Service as listed on any Electrical Permits. Lehigh Valley Inspection Service will require the inspection request form, which was included with your permit packet from us, completed and submitted to them prior to inspecting the work. Inspection fees are paid directly to Lehigh Valley Inspection Service.

• Upon final approval by the inspector, our Office will issue and mail you a Certificate of Completion for your permit. If the permit is for zoning, a Certificate of Use and Occupancy will be issued and mailed to you.
